Characteristics of the Education Quality Assurance System
A university-wide mechanism for managing, monitoring, and continuously improving the quality of education
The Education Quality Assurance System (EQAS / SZJK) operating at Silesian University of Technology constitutes a comprehensive, coherent, and university-wide mechanism for managing the quality of the educational process.
It covers all fields, levels, profiles, and forms of study, doctoral education in the doctoral school, postgraduate studies, and other forms of education provided by the University. The System applies to all organizational units involved in the implementation and support of the teaching process.
EQAS has been designed as an active system subject to continuous improvement. It accounts for legal requirements regarding higher education, criteria applied by the Polish Accreditation Committee (PKA), selected elements of the process approach characteristic of the ISO 9000 series standards, and the standards specified in the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG).
Its operation is linked to the University's mission and development strategy, in particular to the pursuit of ensuring high quality education based on scientific research, innovation, and cooperation with the socio-economic environment.
Process Approach in EQAS
The foundation of EQAS is the process approach, which encompasses planning, organizing, executing, monitoring, evaluating, and improving processes related to education. In particular, the system includes:
- designing, approving, and periodically reviewing study programmes;
- monitoring the achievement of learning outcomes;
- organizing and conducting the educational process;
- evaluating the quality of classes and the competence of teaching staff;
- monitoring staffing, infrastructure, and information resources;
- administrative services for students and doctoral students;
- the degree award process;
- cooperation with internal and external stakeholders;
- auditing, reviewing, and improving the system.
Responsibility Structure
The structure of responsibility within EQAS is multi-level. On behalf of the Rector, the Rector's Plenipotentiary for the Education Quality Assurance System is responsible for the operation of the system, coordinating system actions and leading the work of the University Council for EQAS.
At the organizational unit level, there are plenipotentiaries and committees for EQAS. This solution makes it possible to combine uniform university-wide standards with the responsibility of individual educational units for the quality of the processes carried out.
System Documentation
System documentation includes the Quality Assurance Manual, procedures with appendices, and work instructions. These documents define the rules for supervising documentation and records, conducting internal audits, performing system reviews, implementing improvement actions, student evaluations/surveys, class observations (peer reviews), monitoring learning outcomes, handling individual student matters, and organizing the graduation process.
Documentation is periodically updated to reflect legal, organizational, and pedagogical changes.
Monitoring, Evaluation, and Improvement
An essential element of EQAS is its monitoring and quality evaluation mechanisms. These include, among others, analyzing the level of achievement of learning outcomes, surveys of students and other educational participants, class observations, internal audits, periodic system reviews, resource evaluation, and analyzing feedback from external stakeholders. The results of these activities serve as the basis for identifying non-conformities, risk areas, and opportunities for improvement.
Continuous improvement of EQAS is based on documented audit results, reviews, analyses, and evaluations. The system provides for corrections, corrective, preventive, and improvement actions, as well as the assessment of their effectiveness. Staff, students, and doctoral students can be involved in the improvement process, which fosters a culture of quality based on shared responsibility across the entire academic community.
Cooperation with the Socio-Economic Environment
EQAS also ensures the involvement of external stakeholders in shaping the quality of education. Cooperation with employer representatives, alumni, public institutions, as well as scientific and business partners serves to evaluate the relevance of study programmes, identify labor market needs, and develop practical educational components. Information gathered from the socio-economic environment is utilized in the processes of monitoring and enhancing study programmes.
