Individuals or groups, regardless of citizenship, who hold at least a doctoral degree may apply for the award. Candidates may be submitted by research organisations within the meaning of the Law on Higher Education and Science and the Act on Research Institutes (one candidate per edition). The FNP Management Board also has the right to submit a report.
