NCBR - The National Centre for Research and Development - is looking for experts
The National Centre for Research and Development invites the scientific staff of the Silesian University of Technology to register in the NCBR Expert Base and encourages them to obtain the status of an Expert under the European Funds for Modern Economy Program in the perspective of 2021-2027 (hereinafter: FENG).
The National Centre for Research and Development (NCBR) invites you to cooperate and submit your candidacy for the NCBR Expert and Expert under the European Funds for Modern Economy Program 2021-2027. As part of its activities, the Centre engages not only experts with a scientific profile, but also - having in mind the commercialization of research results and the economic use of project results by entrepreneurs, it is looking for specialists with also economic and financial experience. Starting cooperation with the Centre gives a unique opportunity to actively support the development of innovation in the Polish economy.
The detailed terms of cooperation with the NCBR, along with the rates for projects completed, are governed by the Framework Cooperation Agreement, the template of which is available on the Centre’s website, and the FENG Framework Agreement on cooperation with an Expert, the template of which is also available on the Centre’s website dedicated to FENG Experts. In order to register in the NCBR Expert Base and submit an application for inclusion in the list of FENG Experts, you need to register in a few steps, which are described below.
Step 1 – Registration in the NCBR Experts Database
The first step is to pre-register in the InfoExpert IT system - for this purpose, complete the short Expert registration form by providing basic information, such as: name, surname, e-mail address or telephone number. Please remember that the given e-mail address will be the login to the system, and the defined password will be used to log in.
We encourage you to specify your scientific specialty in detail by indicating the areas of professional competence (Science/Industry/Finance - in accordance with the OECD/NACE classification) and defining key words that relate to your areas of interest.
When completing the specialties and keywords on your Expert Profile, we encourage you to use the additional material "Basic Keywords" located in the "Materials" for experts. Then, confirm that you have read the information clause regarding the processing of personal data and accept the requirement to complete e-learning training.
The completed form should be approved and sent to the NCBR by clicking "REGISTER" at the bottom of the page. As a confirmation of registration, you will receive an automatic e-mail (the message will be sent to the indicated e-mail address within several dozen minutes from the moment of registration completion). This email will contain a link to fully activate your account. Clicking on the link opens the login page of the LSI Expert Panel (InfoExpert).
Please fully activate your account by completing the data in the "Expert Profile" (required information is marked with a red asterisk). Providing detailed information on e.g., publications, projects or business experience will make it easier for NCBR employees to match the proposed expert works to your competences, knowledge and experience.
At this stage, you will also be asked to complete anti-corruption training, available on the CBA e-learning platform, in order to obtain appropriate certificates. It may take several hours to go through all the training modules. Training can be interrupted/continued at any time. Obtained certificates should be attached in dedicated fields in the expert's profile.
You will also receive e-learning training on the DOLINEO platform: Who is the NCBR expert? You will be notified about this with an appropriate message.
If the person applying for the expert candidate status already has an active account in the InfoExpert system, please update the data in the Expert Profile.
IMPORTANT: If you interrupt work on filling out the form or refresh the page, the entered data will be lost! Therefore, we ask you to periodically save the entered data. Please submit the completed profile to the National Centre for Research and Development for formal and substantive verification.
Step 2 - Conclusion of the Framework Cooperation Agreement
The conclusion of the framework agreement will take place after positive verification of the information provided by the expert in the profile. An employee of the National Centre for Research and Development will contact you by e-mail with a request to send a completed framework agreement and an expert data form (both documents will then be sent as attachments).
Step 3 - Application for inclusion in the List of FENG Experts
After a positive verification of the general profile in the NCBR Expert Base, a new tab will appear in the expert's profile - FENG PROFILE, in which the expert will be able to indicate the willingness to evaluate under the FENG program. After selecting the "YES" option, the system will enable the candidates for FENG experts to complete and submit the FENG expert application form - basic information will be downloaded to it automatically from the expert's main profile. It will also be necessary for the expert to introduce additional information, e.g., an indication of KIS (National Smart Specialisations). Please complete electronic copies of documents confirming your education and required professional experience in the field to which the application relates and read the program documents regarding the FENG, available on the website of the European Funds for Modern Economy Program and on the website of the National Centre for Research and Development.
At this stage, e-learning trainings on the DOLINEO platform dedicated to FENG experts will also be made available to you, about which you will be notified with an appropriate message. Then, please fill in on-line and send the form available in the system in the FENG profile for inclusion in the Database of FENG Experts. At this stage, it is required to have a KPE (Qualified Electronic Signature), because the recruitment of FENG experts and the signing of FENG framework agreements will take place only with the use of electronic signatures. After completing the form and submitting it to the NCBR in the system, the NCBR will start the process of verifying the submitted documents.
Step 4 - Conclusion of the FENG Framework Agreement on cooperation with the Expert
The conclusion of the FENG framework agreement will take place after positive verification of the information provided by the expert in the FENG application form, about which you will be informed by receiving information from the system with an invitation to sign the framework agreement. The process of concluding the FENG Framework Agreement on cooperation takes place electronically in the NCBR IT system, and it will be possible to sign it only with a Qualifying Electronic Signature (KPE).
