Information on funds for project financing

The Ministry of Funds and Regional Policy presents information on funds that universities and research institutes can apply for to finance projects.

The Ministry of Funds and Regional Policy presents detailed information and analysis of available opportunities, and describes the conditions and criteria for applying for individual funds and grant programs.

National Recovery and Resilience Plan - support is provided for under the following investments:
- component A: investment A1.3.1 "Implementation of the planning and spatial development reform",
- component B: investment 83.4.1 "investments for the green transformation of cities - Green Transformation of Cities (IZTM) instrument",
- component C: investment C3. I.l "Cybersecurity - CyberPL, data processing infrastructure and optimization of the infrastructure of state services responsible for security",
- component D: O2 investment.l. l. Investments related to the modernization and additional equipment of teaching facilities in connection with the increase in admission limits for medical studies,
- D3 investments. Ll. Comprehensive development of research in the field of medical and health sciences.

European Funds for Social Development (FERS) program 2021-2027.
The European Funds for Social Development (FERS) program, co-financed by the European Social Fund (ESF), includes an allocation of approximately PLN 3.2 billion for the area of higher education. FERS supports changes in education at universities, the development of key competences, cooperation between universities and business, strengthening accessibility, as well as the internationalization of Polish universities.

Program European Funds for Infrastructure, Climate, Environment 2O21-2O27.
Under the program European Funds for Infrastructure, Climate, Environment in Action FENX.01.01 Energy efficiency - activities under the program will support, among others: increasing energy efficiency of public buildings.

European Funds for a Modern Economy (FENG) Program 2021-2O27 Research organizations in FENG are supported in the following activities:
1) "SMART Path" action
The aim of the activity is to develop and strengthen the research and innovation capabilities of enterprises and their consortiums with research organizations carrying out R&D+ work in connection with the green and digital transformation and the development of staff competences.
Measure 2.12 FENG "Grants for Eurogrants" Grants for Eurogrants are intended to increase the share of Polish entities - enterprises and research organizations - in EU programs and competitions managed by the European Commission. This applies to programs such as Horizon Europe, Digital Europe and LIFE. In this activity, we finance the costs of preparing applications for EU competitions and searching for international partners to implement them.
2) First Team. The goal of First Team is to attract the best beginner researchers from all over the world (including those of Polish origin from abroad) to work in Polish research organizations and creating an opportunity for young doctors in the country to establish a research team, achieve scientific independence and develop international scientific cooperation or establish cooperation with business entities operating in Poland.
3) Team Net. Team Net concerns the cooperation of the best research teams in selected strategic areas. The aim of the competition is to select and support consortiums that will conduct scientific activities in the field of Health, Environment and Industry 4.0, defined as areas of strategic economic importance and characterized by outstanding scientific potential in Poland (Top-down competition).
4) International Research Agendas IRA projects support the creation or development of specialized, world-leading research teams and organizations where it will be possible to achieve scientific excellence and international research competitiveness.
5) Research infrastructure of the Modern Economy - Bingo. The aim of the action is to increase the potential of our country in the field of the use of advanced technologies in the economy and by the science sector by supporting strategic public research infrastructure projects implemented by research organizations.
6) Proof of Concept. The measure supports R&D projects conducted by scientists and their teams. The aim of these projects is to verify research hypotheses and the implementation potential of results obtained during the implementation of other projects in terms of their application in practice, effective knowledge transfer, or founding a technology company.
7) PRIME - non-competitive project. The main goal of the project is the effective commercialization of the results of R&D works generated in selected projects conducted in research organizations. Support is provided to teams intending to establish and develop companies and to newly established spin-offs.

Regional Programs.
In all regional programs, academic universities and research institutes can apply, among others: for funds for the purchase of research infrastructure used for economic and non-economic activities.

Just Transition Fund (JTF).
Co-financing in this area may cover projects in the field of innovative infrastructure and R&D and innovative services for business, development of renewable energy sources, reclamation and remediation of post-mining areas and support for mapping such areas, as well as adult education and outplacement.
