Tasks

The tasks of the Human Resources Department include:

  • Implementing the personnel policy established by the University authorities and initiating actions in this regard,
  • carrying out recruitment processes for administrative, engineering, scientific and technical and managerial positions, as well as publication of announcements of competitions for the positions of academic teachers and service staff,
  • conducting all personnel matters with respect to establishing, maintaining and terminating employment relationships (substantive verification of applications for employment and dismissal, preparing contracts of employment, issuing certificates of employment, etc.),
  • establishing entitlements to benefits arising from the employment relationship, including but not limited to: seniority bonuses, jubilee bonuses, additional annual remuneration, severance pay, allowances and other benefits under the law,
  • collecting and storing employee documentation in personal files, and after termination of employment, transferring files to the Archives,
  • issuing certificates of employment, staff ID cards,
  • issuing referrals for preliminary and follow-up examinations and supervising the timely performance of periodic examinations and cooperation with the OHS Inspectorate on training,
  • handling matters related to retirement of employees and co-organization of related ceremonies,
  • determining the amount of vacation leave to be granted: overseeing the vacation leave planning process and controlling the timeliness of its use,
  • conducting matters related to awarding of decorations, orders, medals, related documentation and co-organizing of awarding ceremonies,
  • conducting cases of additional employment and reduction of teaching load of academic teachers,
  • keeping records of employee authorizations and declarations related to personal data protection,
  • collecting documentation related to employee evaluation,
  • conducting matters related to further education of employees,
  • keeping records of doctoral theses and postdoctoral proceedings,
  • keeping books of diplomas, preparing and submitting doctoral and postdoctoral diplomas for the Rector's signature and co-organizing their awarding ceremonies,
  • secretarial and administrative support for the employment board,
  • entering and updating data in the Integrated Information System - DAX,
  • entering data into POL-on system,
  • conducting reports for the Central Statistical Office, Ministry of Education and Science, University authorities and others,
  • analysis of the personal and non-personal payroll fund, preparation of the rector's award fund, bonus fund and additional annual salary,
  • payroll service for projects financed from European Union foreign funds from personal and non-personal payroll fund,
  • payroll service for national projects from personal and non-personal payroll funds,
  • generation of payroll from personal and non-personal payroll fund,
  • generation of monthly ZUS RMUA reports for SOD system,
  • preparing bank transfers of employee payments,
  • analyzing payroll components for the purpose of suspending and reducing pension and disability benefits to the Social Insurance Institution (ZUS) and preparing adjustments and other documents at the request of ZUS,
  • analyzing payroll components, preparing and issuing payroll certificates to employees,
  • preparation of data for calculation of pensions, sickness, maternity, nursing and other benefits resulting from insurance regulations,
  • applications for social insurance under civil law contracts,
  • maintaining a payroll archive,
  • service of the electronic system of data transfer from/to ZUS "PŁATNIK",
  • cooperation with administrative units and organizational units of the University in the scope of applicable tax and insurance regulations,
  • conducting consultations with external entities on the proper interpretation of tax and insurance regulations,
  • providing information related to the payment of salaries and wages as well as tax and social security contributions,
  • preparation of information on the amount of employees' income, collected advance payments for income tax (PIT-11/IFT) and due social security contributions (RMUA) as part of payer's duties,
  • monthly settlement of advance income tax payments and social security contributions on salaries paid and preparation of related documentation,
  • accounting in the payroll system for payments of other benefits, e.g. social security benefits for employees and persons from outside the University,
  • preparing and issuing certificates to employees on paid sickness benefits and confirming the right to health benefits,
  • reporting personal data of employees, contractors, students and interns to the Social Insurance Institution (ZUS) within statutory deadlines,
  • preparing reports on employment and education of disabled persons to PFRON,
  • preparing reports to the Ministry of Education and Science on health contributions paid for students and doctoral students,
  • maintaining an archive of tax and insurance documents,
  • coordinating and organizing a continuous process of raising competencies of administration employees.
