Basic information
The Civil Aviation Training Center for Central and Eastern Europe (CKKLC) is an extra-faculty unit of the Silesian University of Technology.
The establishment of the Center was a joint initiative of the Silesian University of Technology, the Civil Aviation Authority in Warsaw, and the Upper Silesian Aviation Society (GTL) in Katowice. A letter of intent regarding the establishment of the Center was signed by these three entities – under the patronage of the Minister of Transport – on October 15, 2007.
Under the agreement signed on March 19, 2008, by the Rector of the Silesian University of Technology, the President of the Civil Aviation Authority, and the President of the Upper Silesian Aviation Society (GTL), the Civil Aviation Training Center for Central and Eastern Europe was established.
The website of PANSA and the then Ministry of Transport states:
The goal of the future Center will be to organize and coordinate the training of personnel for the broadly defined civil aviation sector through the organization of postgraduate and full-time studies, cooperation with technical secondary schools in the region, the organization of qualification courses, internships and student and doctoral internships, as well as participation in specialized national and EU projects and programs. The Ministry of Transport will support the Center's activities as an important element of the implementation of the "Airport Network and Aircraft Ground Facilities Development Program" adopted by the Council of Ministers in May of this year.
Based on the provisions contained therein and the Senate resolution, on February 26, 2008, the Rector of the Silesian University of Technology issued a Regulation on the establishment of an extra-faculty organizational unit called the "Centre for the Training of Civil Aviation Personnel in Central and Eastern Europe" and the establishment of its Regulations.
Currently, it is an extra-faculty unit (RJ014) of the Silesian University of Technology, located in the Faculty of Transport and Aeronautical Engineering building in Katowice at 8 Krasińskiego Street.
The proper functioning of the Center and planned projects is possible thanks to the supervision and activities of the Center's Scientific and Program Council, a statutory advisory and opinion-forming body. The current chairman of the Scientific and Program Council is Mr. Artur Tomasik – Chairman of the Council and President of the Management Board of the Upper Silesian Aviation Society S.A.
According to its adopted objectives, the Center's activities include organizing and coordinating the education of civil aviation personnel through: cooperation with technical secondary schools in the region (education fairs, competitions, cooperation and patronage agreements); substantive oversight of specialized classes in aviation specialties in secondary schools; organizing specialized aviation courses and training in close cooperation with certified centers; providing additional training to staff, supplementing their education by organizing and conducting postgraduate studies in sought-after aviation specialties; Participating in specialized aviation research projects and programs, financed from national and EU funds; conducting research on key issues in civil aviation, particularly in the field of GNSS/EGNOS satellite techniques and technologies; developing curricula for new aviation specializations at the first (engineer's) and second (master's) levels in selected fields; organizing internships and placements for students and doctoral students at certified aviation centers; co-organizing international aviation conferences and panels; collaborating with aviation technology platforms, clusters, and technology parks; collaborating with aviation organizations and aeroclubs; participating in various scientific committees; developing data for Knowledge Recognition Reports for sponsored secondary technical schools offering specialized classes; providing substantive oversight of specialized aviation classes; co-organizing and providing substantive oversight of national aviation competitions for secondary schools; initiating and developing national training materials, scripts, and publications necessary in the process of preparing specialists for the Polish aviation industry. The above organization and coordination of civil aviation sector personnel training is carried out by the Center in the following areas: aircraft operation and maintenance (technology, handling); airport infrastructure (design and space management, capacity, architecture, transport infrastructure cohesion, and others); and management support systems (safety, airport infrastructure, aviation operations, ICT, and others).
It is reasonable to state that the Center's current activities focus on three main areas: teaching – specialized aviation courses; aviation specializations at the Faculty of Transport; scientific and research – coordination of international projects; co-organization of international conferences and seminars; and promotional – participation in trade fairs.
